Buying electricals is a gamble and you should expect them to not work and pay accordingly unless the seller has a video of it working (including toasters!) – there's no point in taking someones word that it works. Vacuum cleaners generally just need a good clean – air filter,new belt etc (service). As a car boot seller we don't do it just for the fun of it and resellers should realise we have to make up the pitch money as well as some extra cash so eBay prices shouldn't offend anyone really.
